Internet was being slow and in loading a new game page, the app failed to "sync," per the text below the puzzle. When I clicked on the time at the top to re-focus play, the timer changed to this, began counting toward 00:00 (ish? the second picture followed the first by ~9 seconds), and then functioned normally:
