Menu item dragging can cause unexpected reordering #718

In certain circumstances, dragging menu items around in the menu builder can cause unexpected re-ordering of items not being dragged. See video for demonstration:

If you drag a menu item and 'open up' a sub-menu hover zone, hovering down underneath to the item below will cause the problem.

I'm not sure I follow this issue. Video link is dead @jaredh159 - do you know if this is an issue still?

@brianium fixed the video link. i think it's still an issue.
