Add video autoplay for mobile devices #766

We discovered that autoplay for videos is a mixed bag for mobile browsers, so we do not attempt to display video backgrounds on phones.

As support for video autoplay changes, we should consider adding support for autoplay. For example, Safari on iOS can already autoplay if the video is muted:

And mobile Chrome supports it since version 53 which was released over a year ago:

Since a majority of users would probably be able to view the video under these conditions, we should add support.
