Add control for widget animation start point #773

Currently the widget animation feature seems to begin transitions when the entire element is in view which can be a problem for taller widgets, and especially on smaller screens like phones.

The effect is particularly bad with tall items on small screens, such as grids - giving the perception of a large empty space, or worse, the first grid items may not be seen unless the visitor scrolls back up the page.

Provide users with control for when the widget transition should begin.

Could transitions just be disabled on mobile views?

+1 First time I'm seeing this problem with a new design. I also + the idea of the option of disabling animations for mobile.
