Add text formatting control for WP image caption #811

Users can insert photos into posts & pages with caption text appearing below. Right now, this text is styled by the body text style and can't be overridden.

Add control for the .wp-caption-text class so users do not need to use custom CSS to override color, size, italic, text-transform, etc.
