Ability to add text to forms without an input box above submit (GDPR) #854

With the advent of GDPR folks are wanting to add text (with links) above the submit button. This is to explain how their entries will be used and store and to link to TOS and privacy policy. A link tool would be great. Right now, you have to use HTML in a form label and then CSS to hide the input or textarea.
