Add tool for making a circular image layer in a tile #629

It's a common thing for folks to want a circular image in a tile. This could be essentially a square with a circle inside with transparency control.

Adding clip-path: circle(); to an img get you a circle with a diameter of the image's shortest dimension. Could this cover all use cases? If so, we can just add a single "clip to circle" option.
