Expected Behavior
Limit the bandwith to a maximum as selected, to have enough free bandwith for other things :)
Actual Behavior
Actually it is just calculating the average, so if i set it to 50% of my maximum bandwith, it is using 100% bandwith for a couple of time and for the same time it is doing nothing. On average it is 50%, but it peaks and disturbes other continuing bandwith users... (this was not the case in my older version...)
