Prompt user to install voice data for speech synthesis if not installed already

What steps will reproduce the problem?
1.system update from 2.3.3 to 2.3.5

What is the expected output? What do you see instead?
No voice announcements.

What version of MyTracks are you using? On what version of Android? On what
phone?
My tracks 1.1.15, android 2.3.5, HTC incredibles s.

If possible please provide a log.  Either upload here or send to mytracks-
support@google.com.

Please provide any additional information here:
I had to launch google maps, then get directions and maps prompted to install 
voice synthesizer pack. This should have been prompted for within my tracks 
since it is required for speech production. This is an application bug which 
drove me nuts for days since o.s. update.
