Add hooks, standard and CI tools for the project #1

We will probably set this project in the following fashion:

We will use flake8 for code standards
We will use restructured text format for docstrings
We will decide on a CI tool (for now free alternatives such as Circle or Travis)

This issue will keep track of the efforts of adding these requirements for making easier development, maintenance and deployment.
