Describe the bug Pagination next button, when disabled, still shows an interactive cursor pointer.

To Reproduce Steps to reproduce the behaviour:

1. Open https://www.ripple.sdp.vic.gov.au/?path=/story/molecules-pagination--pagination-steps, navigate to the last item in the list using pagination.
2. The next arrow will turn grey, however, on hover the cursor will change to a pointer, indicating it can be interacted with.

Expected behaviour The arrow cursor pointer should remain as an arrow.

Actual behaviour The cursor changes to pointer.
