Compression artifacts with DXT 5 #19

Exporting with BC3/DXT5 causes Artifacts.

Using Windows7 64 bit, GIMP 2.8 (used 2.6 before), gimp-dds 2.2.1 
- problem predates this version however.

This issue is fixed in current SVN trunk.  A new release will be made soon.  In 
the mean time, you can work around this issue by using a different color 
selection method in the advanced options from the save dialog (Inset bounding 
box), with the expense of slightly reduced image quality.
