Error installing rails #27

Hello. I'm new at this. From Windows Step 5, I got this error when running 'gem install rails'

ERROR: Error installing rails: The 'nio4r' native gem requires installed build tools.

Please update your PATH to include build tools or download the DevKit from 'http://rubyinstaller.org/downloads' and follow the instructions at 'http://github.com/oneclick/rubyinstaller/wiki/Development-Kit'

Gem install bundler runs just fine.
