Add ability to send a single message without adding owner dependency.

Global context only.
Any identity type.
Any channel type.
[x] Add permission per channel type x identity type
[x] Message forms appear similarly in menus and UI as Nodes Add content (no admin interface). Like Node content type, one link per channel type.
[x] Custom forms must be used so channel entity is not saved.
