Model to determine max winnable CVR gains for a given feeder. #215

Goal: figure out what David really meant by max winnable CVR model.

What he probably meant is: how do we measure the total losses/peakShaving/energyReduction if every house has a bump on the wire that delivers to them exactly 114 V.
