ABEC scada files timestamp issue #261

ABEC scada files under: uploads/FrankScada.tsv and scratch/staticCvrEvaluation have one timestamp missing:

meterid:- 470382, missing time stamp:- 03/13/2011 02:00:00

and one timestamp has been duplicated: meterid: 470382, duplicated timestamp:- 11/06/2011 01:00:00

This is crashing the cvrdynamic model test for ABEC feeder if the number of simulation hour is lesser than 8760 or greater 1500

David pointed that the missing and duplicated timestamps are actually adjustments of Day Light Savings at 2:00 AM, and hence it is not an issue. Check this link: (http://wwp.greenwichmeantime.com/time-zone/rules/usa/)
