spec for solar expected peak reduction #278

How much does solar reduce peak demand? We need a spec for how to calculate this and what the results look like. Here's a first shot @drdanley and @dpinney came up with:

@drdanley do you think could take a crack at figuring out how to add TOU/peak demand reduction to the solarRates model? I.e. using the Excel sheet. Quick and dirty is fine.

Gonna need SCADA data for this. Let's hold off on this until we get a utility request for it.
