Calculate ideal rate and service charge

Need:

• In the hybrid tab of the solarRates Model the Customer Service Charge and the Solar Interconnection Charge only impact the average monthly bill for the solar/non-solar customer, not the ideal rate.

To Do:

• Change the ideal rate calculation so that it factors in the Customer Service Charge and the Solar Interconnection Charge.

The solar interconnection charge is being changed to a solar service charge. Ideal rate is renamed to cost of service, which is accurate.

Issue renamed to actually calculate what the user is asking for.

To calculate these quantities:

1. We need the rate and service charges input that were used at the time of the Form 7.
2. We need to determine the correct way for calculating proposed rate from these data and diff to the Form 7.

This is a longer piece of work that may prove impossible. So moving the issue out of critical todos.
