GOAL ROI model for demand response at the substation level.

TODO David to review the spec from @jcfuller1.

Four final tasks:

Stacked bar charts.
Make demand curve box work like energy storage model.
Change name from _demandResponse... to demandResponse...
Implement load managed by program (all benefit outputs should be reduced by this value).
