Rates and financial prototype models. #299

6 total prototypes = 3 utilities * (1 rates model + 1 financial model). @dpinney will send data.

Data for Olin, Autocli, and Orville used to generate 6 test cases for solarRates and solarFinancial. Some technical data missing and not clear, will consult with @drdanley for obtaining missing data.

Also bug fixes for solarRates and solarFinancial in progress.
