This appears to be user error. I had not entered an appropriate value for " Form 7.L.5.c TOTAL kWh Purchased" or for "Wholesale Energy Cost ($/kWh)". The numbers seem much more reasonable now. Is there a way to catch when people do not enter a number? Perhaps leave most fields blank and require them to input a "0"?

Used “drd solar rates test 3feb15” and changed “Residential Customers With Solar (%)” to accurately represent 5% of customers. (Method to accomplish depends on whether previous issue has already addressed this.) Issue: “Form 7.A Statement of Operations - Business as Usual Versus Residential Solar”
May also affect "Annual Cash and Power Flows" but this is difficult to tell until the first problem is fixed.
