Solar Financial Model and Solar Rates Model - Significant Figures

Against all my better engineering judgement, I have been convinced by others that we should do no rounding of any of the values in the Monthly data table or annual data table. print out everything up to the decimal point.

This probably also applies to the Solar Rates model as well. In general, everything should be rounded to the nearest dollar, unless it is an input where the cents really make a different.

We'll change this. For now we'll keep the rounding on the charts as it is.
