FYI: this isn't our final pull request for forecastLoad. Just wanted to push this change in the main omf repo for Kevin's sake.

Looks like a good merge.

There are some changes to Kevin's forecast code to match the new code organization. @kmcelwee does this work for you? TravisCI tests pass.

Didn't hear back from @kmcelwee, but I think we're good, so I'm going to merge.
