php default+charset = "UTF-8" breaks utf-8 output #74

What steps will reproduce the problem?
1.in php.in change default_charset ="UTF-8" and restart apache
2. try to parse out an excel file and you'll get your none western Latin
letters back as a unrecognized character 

this works fine if your default_charset ="iso-8859-1"
