My thesis describes how CRGC can support monitoring. This PR tracks the implementation effort. Remaining work:

[ ] Add monitoring information to delta graphs
[ ] Add a configuration parameter to disable quiescence-up-to-a-fault detection
[ ] Add a warning to the documentation about quiescence-up-to-a-fault races
