Add Github Actions to publish code continuously to PyPI #12

This is an interesting library as I'm starting to dabble with the OpenAlex API. Currently the pypi version is 0.0.1a0, which is a already a bit behind.

The following GitHub Actions will allow you to automatically publish to PyPI: https://github.com/pypa/gh-action-pypi-publish
