Make the Debian packages #3

I created this issue with one mistaken tap on my phone. Befuddled, but inspired, I decided to mention the commits related to this.

The Debian package drafts have been tested internally. The next step is to add the recipes to the PPAs.

It takes a while because we have to add the sub modules as well. A bit of a pain.
