Move IV UI skinning into its own optional resource pack and make VanillaTweaks resourcepack optional #39

This moves the existing IV resource pack assets that modify the UI out from Paxi and into their own resourcepack. The VanillaTweaks pack that is in Paxi is also moved.

The default option file is updated to include the new iv-rp-ui pack.
