This project seems to be using the old alphabetical state codes for the country of Poland. However, the current standard requires the use of new numeric codes.
Cloudflare correctly sends the new numeric values which can not be matched against the list provided by this project. Please check out this Wikipedia article about the current codes and the changes made:
