allow for recommendations without an specific award selected? #66

Either improve the UI if no award is selected or allow for recommendations without award selection. This might need a conversation with royals to make sure recommendations without award are usefull

added the feature, it was easier to add than to make a useful error message. Should check with pointy hats if that's appreciated: 3326afd9570be24fbf161f112351fe55745c98eb
