Update repository according to the template #2

Hello @mazipan,

Can you update this repository to follow the conventions we set on https://github.com/dracula/template?

That basically includes:

  1. Update repo name: desktop-telegram > telegram
  2. Update repo description
  3. Update README
  4. Add LICENSE and .github files
