Release tarballs do not include dracut.html #2503

This is a regression from earlier releases. Release https://github.com/dracutdevs/dracut/releases/tag/056 included dracut.html in the release.

We should either agree that this is an expected regression or resolve this regression.

This bug similar in nature to https://github.com/dracutdevs/dracut/issues/2169
