Could you enlighten me where you scraped / bought the mail-addresses you are spamming?

They're doing the classic GitHub spam technique of scraping the public email addresses from the list of users who have starred a relevant repository, in this case, it's users who have starred hashicorp/terraform. You can hide your email address from your profile via Settings > Profile. The more popular repositories you have starred, the more it'll happen to you.

The logic of @GoodmanBen (and all the other people who do this) is probably along the lines of "they're interested in Terraform" and "if they didn't want to receive emails they would not have their email address on their profile".

You can report the spam to Sendgrid but also report @GoodmanBen to GitHub as it's against the terms of service:

You may not use the API to download data or Content from GitHub for spamming purposes, including for the purposes of selling GitHub users' personal information, such as to recruiters, headhunters, and job boards.

  2. Click "Block or Report"
  3. Click "Report abuse"
  4. Via the Report Abuse form select the following options...

I want to report abusive content or behavior > I want to report SPAM, a user that is disrupting me or my organization's experience on GitHub, or a user who is using my personal information without my permission > A user is collecting or using my personal information without my permission including doxxing.
