Years in year selector not always matching years in timeseries #22

If you go to:

http://jsaddle.localhost:3701/theme/mean-weekly-rent/map/timeseries/1996/otago?right-transform=indexed

The year selected is 1996 which is the minimum year available in the toolbar, but the minimum year in the timeseries is 1993
