Development server #72

Set up a development server (Debian/LXC) so that Grant can work on this himself ...

We now have a staging/development environment. However, this is not completely isolated from the rest of our environment and a separate server image would be preferable in this aspect.

We will also set up an LXC that seabirds.net can deploy to .. will need an hour of Finlay's time next week I would guess. This will be accessible via SSH, but will be disposable ...
