Toyota: TSS2 short press +5 and long press +1 #29

when Toyota ALLOW_LONG_PRESS is 2 each short press change the speed changes from 5 to 5. I haven't found the source code for the UI dp_vehicle_toyota but I believe there should be a more suitable location.
