csv file format for rpkic load_* is not documented #708

In attempting to answer a request on the mailing list, I noted that the csv file format for delegating resources to rpki children with rpkic is not documented here https://trac.rpki.net/wiki/doc/RPKI/CA/UI/rpkic#rpkicindatamaintenancephase

If it's the request I suspect you mean, it got answered off-list because the user tracked me down personally and I wasn't feeling rude enough to redirect the user to the ticket system. Randy wanted me to put my answer in the Wiki.

Right, at present the only doc on the CSV files is in the example files in the source tree, which aren't installed and aren't even present when using binary packages.
