Update home page #58

A handful of changes here to get the home page rework going. https://github.com/PPEForFree/ppeforfree/issues/33

High level changes made:

Make the landing page the 'about' page
Add logo to top of about page
Add 'Strategy' and 'Plan of action' sub-headings to about text
Add call to action banner - placeholder text added but would like that to be reviewed.
General css touch up - mainly for improved rendering on mobile
Add tests for about page content
