A lot of people use different "paper" for the first and follow up pages; some like me even use different left and right "paper" for double-sided printing.
I would like to see an addition to the stamping process:
If the PDF template contains one page just do things like you are doing now (either add it do the first page or to all).
If the PDF template contains two pages add the first page as background to the first output page and the second to all following pages.
If the PDF template contains three pages, add the first page as background to the first page, the second to all following even pages and the third to all following odd pages
[now the special case: Page two and three may be the same because]
If there are further pages in the PDF template, attach them to the end of the output file. These could be an "Überweisungsvordruck" (fcking expensive as printed paper), the TOC/AGB, a return form... Whatever you want to add to every document you send out to customers.
(I bloody hate getting email with seven attachments just because I bought a teabag off the Amazon Marketplace.)
