update: bump libs to fd46dd139a8e35692a7d40ab2f0ed2016df827cf and fix compilation issues #1904

This aligns the codebase to the recent breaking changes in the API of libsinsp.

Had to bump the builder's CMake version to 3.22.5, as it is the same one used in Falco. A version >= 3.10 is now required by re2 unfortunately.
