Uh currently libs do not support building userspace-only; the PR to fix it is https://github.com/falcosecurity/libs/pull/479.

Weird thing is: libs CI is actually working :/ even on windows and macos!

We are nearing windows support; there are multiple linking issues remaining though.

Last try before squashing everything:

ported arm64 build to use sysdig-builder (i am sorry, it takes 6hrs to complete), because otherwise we get non-statically-bundled executables as artifacts that are pretty useless
improved win and osx adding the proper extension to avoid them being zipped
