eCRNOW-V3.0: eICR is generated for the patient/encounter without trigger code(Trigger being pulled from relative encounters for the patient) #427

While testing 3.0 we found resources (observation, service request, condition, Immunization etc..) are not filtered for the launch encounter. If another encounter with the patient had trigger codes the eICR is getting generated.

@nbashyam - adding comment here as requested on 1/9/23. Please take into consideration that the problem observation's 'end date' may be populated with a date in the future when establishing filter criteria. (e.g., pregnancy 'end date' is forecasted out by the clinician to reflect 40 wk gestation). This is coming at the request of the athenaFlex/athenaPractice group. (Who are on 2.0 baseline.) Thanks!

Trigger Code is SNOMED, Randy to attach the Loading Query and Trigger Query Bundle.
