We are working on an approach for the health center to submit data from multiple EHRs as part of the submission. However handling duplicate data is not being considered for the upcoming version.
We should also consider the case where the reason that an FQHC is doing split year reporting is because they are moving to a new EHR because their old EHR doesn't support UDS+. Does HRSA have any exceptions for UDS+ reporting when an FQHC is moving away from an EHR that doesn't (and won't) support UDS+? This is very much a policy issue rather than a technical one, but worth considering.

This was the hot topic on the last UTC call, and I know HRSA plans to address this after Cohort 1 testing, but I wanted to make sure it's documented explicitly on the issue tracker.
The UDS+ IG does not address or provide any strategies for submission through multiple EHRs. The nature of UDS+ being de-identified makes de-duplicating patients across EHRs a huge challenge for the program. We expect health centers using multiple EHRs to be fairly common. For example, we've seen the following situations:
In order for UDS+ data to be valuable, these are challenges that will need to be solved, otherwise you'll be looking at a lot of duplicate data.
