Lab Observation Value vs Component #47

Both value and component are marked as must support in the Lab Observation resource. Can they either both not be marked as must support, or can we get some narrative on the resource indicating you can choose to only support one of them?

For reference, the eCQMs looks for one specific lab result, and not a panel, so we were planning on always sending results from the eCQMs using the value data element. I don't think there is any situation where we'd actually send the panel with multiple components.

The component element makes sense for US Core FHIR, as that needs to support sending any lab data. However, for UDS+, we know the only lab data that's relevant comes from the eCQM calculations, which is a single value. So there is no situation where we would actually send the component element.
