walt device rescan could allow scaning only a specific (set-of) switch(es) #23

In case of network issues, a set of switches may be anavailable which makes scanning all switches quite long because of SNMP timeouts. Actually, when we connect a new node, rescanning a single switch could be enough. Consequently, walt device rescan could accept an optional parameter specifying a switch or a set of switches to rescan.
