CBOR Data Extraction Errors

Some responses from the ATProtocol Firehose produce errors when being extracted. We need to see if the error is from:

• The CBOR library itself
• ATProtocol returning bad data
• The implementation of the byte extraction code here

Or if it's some combination of these issues.
