Add functionality for user to set specific snap index.

Description

The functionality is necessary for user to pass the handpicked snap index from IGHomeController to IGStoryPreviewController. So that, the progressor will start from the snaps which are not viewed by users.

Motivation and Context

It will provide flexibility for users to set the snap index value from where the story's snap should start.
