exclusion of repeated designs #71

This feature is already here, but we need to update how the user specifies whether we allow repeated designs or not, and to check that it is working correctly.

[x] In the BayesianAdaptiveDesignGeneratorDARC class, change the kwarg NO_REPEATS=False to allow_repeats=True. Update that in relevant locations.
[x] Check that this is operating how it should.
