Able to open the notification tray even when the screen is locked

What steps will reproduce the problem?
1.Open the notification tray
2.select any notification
3.you will see that the application opens up even when the screen is locked.

What is the expected output? What do you see instead?
When the screen is locked notification should not open.

What version of the product are you using?
Nexus One
Evervolv-Perdo-2.1.0p6
Logcat and/or dmesg output.

Please provide any additional information below.

Its a ICS feature. Not a bug.
