We need a way to estimate path MTU

This involves the following steps:

[ ] Implement mechanics for discovering the current MTU
[ ] Propagate the found MTU to the TUN device and update it
[ ] Estimate our current tunnel protocol overhead
[ ] Detect or decide on a good interval for when to update the path MTU estimate
